Suspended Ekurhuleni Metro Police Department (EMPD) Deputy Chief Julius Mkhwanazi is set to return to the Madlanga Commission, a inquiry established to investigate allegations of corruption and criminal infiltration within South Africa’s justice system. Mkhwanazi’s previous appearance before the commission last year was marked by explosive testimony, shedding light on alleged wrongdoing within the EMPD and connections to underworld figures.
The commission, chaired by retired Deputy Chief Justice Mbuyiseli Madlanga, has heard testimony from various witnesses, including former EMPD officials, alleging Mkhwanazi’s involvement in corrupt activities. These allegations include facilitating blue lights for businessman Vusimuzi “Cat” Matlala, who faces attempted murder charges, and covering up a murder scene involving rogue police officers. Former EMPD Deputy Chief Revo Spies testified that Mkhwanazi’s actions created a culture of fear within the department, allowing “rogue” officers to operate with impunity. Spies alleged that Mkhwanazi protected these officers, compromising the department’s integrity. Another witness, EMPD Head Isaac Mapiyeye, revealed that Mkhwanazi refused to undergo State Security Agency (SSA) security vetting, citing it wasn’t in his contract. Mapiyeye claimed this raised suspicions about Mkhwanazi’s associations and potential security risks. The Madlanga Commission’s investigation has implicated several high-ranking officials, including former City Manager Dr. Imogen Mashazi, who allegedly shielded Mkhwanazi from accountability. Mashazi’s relationship with Mkhwanazi has been described as “close,” raising concerns about potential conflicts of interest.
