Tshwane Mayor Dr Nasiphi Moya has confirmed the suspension of Chief Financial Officer Gareth Mnisi, the metro announced. The City of Tshwane said Mnisi was placed on precautionary suspension pending the outcome of internal processes. The metro did not provide details of the allegations, citing employee confidentiality and the need to allow due process to run its course.“Service delivery will not be affected,” Mayor Moya said in a brief statement. “The City has appointed an acting CFO to ensure financial governance and operations continue without interruption.”
The mayor added that council would be kept informed of developments and that the matter is being handled in line with municipal policies and labour law. No timeline was given for the conclusion of the internal processes.
Gareth Mnisi was appointed as Tshwane’s CFO in November 2023, with responsibility for the metro’s budget, revenue collection, and financial compliance. The city has faced persistent financial pressure, including qualified audits and scrutiny over unpaid Eskom debt and infrastructure backlogs.A precautionary suspension is a standard step in municipal disciplinary matters and does not constitute a finding of guilt. It is typically used to allow investigations to proceed without interference.
Opposition parties in council called for transparency on the reasons for the suspension, saying ratepayers have a right to know if public funds are at risk. The ANC and EFF caucuses had not issued formal statements at the time of publication. The City said it would not comment further until the internal processes are concluded. This is an ongoing matter and more details will be provided over time.
